Dear Sir Robert:-
I have been informed from home that it
is desired to reduce the rate on letters from Bri-
tish Postal Agencies in China to four cants per
half ounce for the United Kingdom and all Pitish
possessions, because the recent French reduction
of rates threatens our postal interests at Hong
Kong.
This means a penny rate from our postal
agencies, which I hope does not conflict with your
